Made in China. The stuff inside is glass beads and cotton and it is heavy enough. Very delicate workmanship.

Not sure where you see 4"....it's 3 inches, but plenty wide for standard door.

It is heavy, but you can easily pick it up. Instead of heavy, I think I would say it is solid. Not a flimsy little thing. I actually use them under my furniture to keep the dog's ball from rolling under. I don't see why they wouldn't work on windows, provided you have a sill that is at least a couple of inches wide.
