Q: Should the holes on burner be placed up side down or face upwards and what is recommended way to place it?

We recommend placing with the holes up. With natural gas it can be done either up or down since NG is lighter then air and will naturally rise. With propane, the holes should always face up since propane is heavier then air and has a difficult time making its way up through the media that is covering the burner.. Provided your installation has adequate drainage so that water does not pool over top of the burner, there is rarely any issues with the small amount of rain that may inadvertently enter the burner ports. Such moisture either evaporates naturally or is exhausted out when the gas is turned on.

Q: Do you need a regulator for this fire ring?

My setup has a gas valve like you would find in a gas fireplace built into the ground. I use that to regulate the gas flow. However, my natural gas line is barely putting out 1-2 p.s.i. with a good deal of flow volume, so I can crank the valve wide open and it produces a flame about 20-24" high. That gives a good effect and it makes plenty of heat.
