Q: What is the horizontal shear strength of this anchor?

In 2000 PSI Concrete - the shear strength is 900 lbs

Q: Will these properly hold in a 1/4" diameter hole that's 3 1/4" deep?

No the drill size is 3/16 not a 1/4 inch. The hole has to be smaller to allow the masonary screw to hold . Good luck
